Substantial project broken down into affordable phases

Tecumseh Council has received a reconsidered drainage report for the lower portion of the East Town Line Drain and has yet to give third reading to a by-law adopting the engineer’s report on the project that will relocate the Manning Road storm water pumping station at Riverside Drive with an improved facility that will be further east and set closer to the road on the same parcel. This is the identified first phase (estimated at $7 million) of a project also sees the enclosure of the East Townline Drain, also known as the Manning Road ditch. The drain has already been enclosed north of County Road 22 except for this one kilometre strip that starts just north of St. Gregory’s Road and heads to the pump station. The total cost of the project is $18 million. This “reconsidered” report basically breaks that down into four phases with their respective costs and assessments, explained Dillon Consulting Engineer Tom Marentette during a special meeting on the reconsidered report that was held on July 27, 2010 with 40 neighbouring residents in attendance.

Detailing the project in phases will help carry it out in an affordable manner. The Town is pursuing grants for the project but has been unsuccessful in securing an infrastructure stimulus grant for this project that will be undertaken in tandem with Manning Road improvements. The residents present were assured by Town Engineer Rob Filipov that properties along the drain will not be assessed for costs on the project. It will be undertaken using Lifecycling reserves, as a local improvement covered by the whole Town.
